It's reasonable. As long as Scottish spending on the NHS is linked to England then policy changes for the English NHS impact upon Scotland.

Any time the English NHS gets extra cash Scotland gets it too under the Barnett Formula.

I would find Sadiq Khan's comments more alarming.
