I suspect there's a middle manager somewhere who isn't very busy so needs to be seen to be doing something ahead of the next budget allocation.

Fantastic... did the dum dum issuing the ticket fail to realise that this make of wheelie bin does not have an engine or is road taxable or needs and MOT.

Has Hell frozen over well it must have because I didn't think a traffic warden could have a sense of humour as I thought that might have been in the job description somewhere maybe in the small print ;)

i think the sensible thing to do here is throw the traffic warden into a dark damp dingy dungeon where he will have the right to write to his local council to get his conviction overturned [maybe] if he can provide evidence that he committed no crime .
