Download speed and quality just took a nose dive for me in Cardiff. :(

maybe it has got something to do with whatever they are doing to fix youtube (along with your outage). Do you know what channels you usually lock on to and if they have changed? I am wondering if they have moved you to a different line card or something while they do some work.

Mine drops to around 4Mb, EVERY NIGHT until around 1am.
