Streaming problems

My father has a brand new PB laptop and it cannot stream properly... If he goes into RadioPlayer, BBC iPlayer, ITV player etc. it starts for about 30 seconds to 2 minutes then either constantly buffers (TV) or cuts out (radio). I have had EE check his connection and it is a constant 12.5mbps download and 1.02 mbps upload with a ping of 15ms. Any other pc or laptop connections to the EE wireless work fine on the streaming services - any ideas anyone? Is it a setting I am missing on the laptop (It is running Windows 8.1 and IE11; I have tried other browsers but the same thing happens)
Full spec is: Packard Bell EasyNote TE 15.6 inch Notebook (AMD A4-5000 1.5GHz Processor, 4GB RAM, 750GB HDD, Windows 8.1)
regards John

Re: Streaming problems

Have you tested it with a LAN cable (wired)? It could be an issue with the wireless card. It's worth a try.

Also, is this just on the laptop? As in, do you have other divices in the house in which you can test the network speed on. It's all good and well some sales or tech rep from the company telling you everything is ok, you need to test it yourself with other devices first (if you have not already). If other devices are working fine then yes it will be the laptop, if not then it's your service provider.

Anyway:
1.) Try other devices and let us know how they run
2.) Try wired and let us know how it goes

Then we can take it from there to figure out what the problem is.
