It already comes free when you buy the tablet or phone. If they want to improve the take up they'll have to start paying people to use it.

I had the misfortune to play with a windows 8 pro tablet at work and was amazed how clunky it was compared with android or apple

It doesn't really come free though - the cost of Windows will have been factored into the cost of making the device.
