Cost of "Premium Text"

I quite regularly text a local BBC radio station on 83111. Recently I've noticed the price has got ridiculous. Some time I only get charged 10p but last week I got charged 10p, ten times for 1 text message. The same text shown on the list of call the same date and the same time and each time a charge of 10p. It wasn't a long message. Another day I got charged 7 times for another message. Also I got charged 30p for a text to another network.
Now I did phone CS and did get a £1.50 refund but it was like getting blood out of a stone. The thing is they kept saying the BBC number was a "Premium Text" number and are charged more. Now I've phoned the BBC and they said the 83111 number should be charged at the standard text rate for that company.
Does anyone know who's right?
I'm on PAYG on the Addict tariff and some time when my balance mount up I don't pay some months to use the balance up.
Can any one help please?

Can't find the detail on VM. but on another network, it says standard to send, 15p to receive - were any of those for getting messages back?

Any text to a short code text no such as the one you quoted is outside your free text allowance. I had the same issue when texting 5live.

Premium Text Charge is the description on my bill so I guess VM CS just use the same description.

I understand that I will get charged for it but £1 for one text message, when the BBC say it should be at the standard rate for text is a bit steep
