proline partner
 
i boot in to the desktop but cant see my start bar and my file and folder

If you move the cursor to the bottom of the screen, does it turn into a double headed arrow?

It's possible your - whatever the bottom bar's called - has been reduced to zero height. Use the mouse to drag it up again.

NO.they showed up once but disappeared after seconds
and the system keep on restarting,

The restarting is probably the real issue. Check event logs to see if there are any clues in error reports.

Probably needs a repair install although I'd check and clean hardware first in case it's overheating due to a fan failure or similar hardware issue.

I just did repair install Ubuntu but there is still no start bar!

I'm not sure this guy can be helped. I mean he's supposedly got a plug and play microsoft certification but can't figure out if he has a connection problem or what a start bar does...

Just an observation, wouldn't typing 'proline partner drivers' into google give you a much better return than asking here, the info you supply is very vague at best..

You claim to be certified yet you're asking such basic and ridiculous questions that a general PC user should know or very easily find out using google.
