Well refusing to tell anyone where the monument actually is probably isn't the best policy, unless of course it's in a million pieces somewhere hastily being restored.... :)

My parents have travelled all over northern europe and there are loads of memorials & graves to WWII and every one is maintained by the locals in their own time and using their money. They are immaculate.
