And was still ignored by the police. I hope they've got some good explanations for all these ignored pieces of evidence.

Perhaps it's explained by this line in the Guardian link

And of course, it's not possible that the Police investigated the claims, found no evidence and were therefore unable to do anything?

Personally, I think that Coulson did know. While I don't expect him to have known about everything that went on under his command, I'd be surprised if he didn't know about it, especially after one of his reporters was jailed for it..
