Is this correct?

I was checking my balance on line and I notice I had been charged for 3 calls which I had not been answered. There was so much interference on the line that I hung up before they were answered.
I just phone CS about this and was told â€œyou get charged just to be connected whether it is answered or notâ€
Is this correct?

I believe all mobile phone companies operate in this fashion.
