Depends very much on what sort of site you want?

Forum, gallery, blog, eCart or purely a bespoke website??

Dreamwaver is good but as other poster said depends on the site,I use notepad and its free

If you want a simple personal site, or a shop window for a small business that doesn't need to sell online, then you can't go far wrong with a Wordpress site. It may have been designed for blogging but so far I'm running two sites on it with mostly static pages and little or no actual blog entries, and it's been smooth sailing all the way. I'll be launching a third pretty soon.

Wordpress is free and all the editing is web-based. You can choose from an endless number of free design templates, or alternatively modify your own (which really isn't that hard - even I've managed to teach myself to do it over the past couple of weeks, and that really is saying something).
