If I am correct the second lot the upstream power level is too low.

Are you having connection issues?

Fair point except that the OP wanted to know the "type of problems" that could be expected with a low upstream power level.

The site is Chinese so far as I can tell. Which doesn't help you.

To my mind, since the document refers to DOCSIS 1/2 behaviours, it is country independent.

Would you agree?

I would recommend highly http://bradyvolpe.com/ for those who want to swot on cable networks a bit. It does assume some knowledge so be aware.
