slower than dial-up in Leciester

I'm at my OH's house in Leicester (LE2) and her 10mb download and browsing speeds are worse than dial-up..

This can be at any time of day, although first thing this morning it appeared to hiy around 6mb.

Are there any known speed issues in the LE2 area?
