Traffic Management gap?
 
According to this download restrictions apply between 10am and 3pm and between 4pm and 9pm (on the L package, for example). Does this mean there is a gap between 3pm and 4pm where TM doesn't apply or does 3pm mean up to 3.59?

Correct, no STM between 3.00pm and 3.59pm. Make use of it, I do!

but don't forget the upload STM starts at 3pm until 8pm

Its the way the British companies work invest little in a product and charge stupid prices for it
