10mb Speed Issues

Have been having some terrible speeds for a while now (average download speed is 3mb-never near 10mb). Lately been getting aroung 400kb in the evenings. Telephoned VM tonight to explain my speeds but got no where. Had the gall to tell me that if I watch online movie/tv that my speed will drop for about 24hrs. Every speed test I have ran always starts of good but ends abysmally (around 400kb). Uploads speed are a constant 450-512bk so no issues there.
After a while VM stated they spoke to a level 2 tech? who in turn called an area network fault (everyone I know who has 10-20mb say thiers are fine). I'm in the Cardiff area. Here are my specs if anyone can comment and give me something to go back to VM. i upgraded from 2Mb to 10Mb the other day, the fasted speed test i have got is 6 Mb normaly getting about 2 1/2 to 3Mb
