Maidenhead isn't a very good server, it gives me bad results too. Try London or France and post another speedtest image.

Subscriber Traffic Management.

A way of slowing heavy users down so it doesnt have an effect on the lighter users. Its is not liked by many, but without it the VM network would probably fall over. ;)
