pay as you go bundles

Am I missing something but why do VMs Ãƒâ€šÃ‚Â£7.50 and Ãƒâ€šÃ‚Â£10 pay as you go minute bundles work out to cost more that the current payasugo flat rate of 15ppm?

They do sell minute only bundles.
