Someone's idea of a joke? Putting 'Home Office - Confidential' on a bunch of CDs of randomly generated data and leaving them somewhere sounds quite a good prank to me.

The Manchester Evening News said the laptop was a home office one stolen upto 4 years ago. The term 'highly confidential' is unusual though.

Secret, top secret and most secret are more typical I thought... Films are good aint they!

Well as we all know, the Home Office is one big joke so that theory probably has more mileage in it than some others... :D
