Picture Problem on DVD Playback

I was watching a DVD last night and I could se a faint background line of text moving slowly across the screen. My DVD is connected by scart, and although it's not a major problem, does anyone know what could cause this? Thanks.

As this isn't specifically a Cable TV problem, I've moved the thread

Could be a damaged scart cable. Have you tried replacing it?
