are white noise sound jammers legal in the uk?please help?

From what I can quickly see on the web they are illegal to use in the Uk and Europe.

they don't interfere with the radio waves though, do they? - I thought white noise jammers just put out white noise, not actually jamming radio waves?

Wouldn't that make those 2 Way radios illegal since you can effectively JAM the signal by leaving one on Transmit constantly.
