Is it normal to loose on demand?

Since i had 4mb broadband installed with NTL i havn't been able to use any of the interactive services. An engineer came and put a splitter on the box and everything seemed ok untill i tried to access the on demand programs. The on demand screen appears but there are no programs listed, just blank boxes. The box locks up when displaying the page and i have to power off/on to get through it. Is this normal or should i get it looked at.
Thanks for any advice you guys can offer.;)

Is a reboot different from just turning the box off and on again?.
