Capping speeds on home wireless network?

Hi, i have this computer and another connected on a wireless network at home. I'm on a 2mbit connection, but the other computer I don't want to have more than 500k, because I do all the heavy downloads and the other is a lodger/renting who is paying a discounted price for the net.

Is there a way through my router or network settings or other computer that I can cap the speed to other computers on the nework?

Thanks!

It depends on your router. Some have a QoS (Quality of Service) function which will allow you to limite the bandwith available.
