If u own version 6.0.0.0 of Nero Burning ROM can this be upgraded to Nero Reloaded for free from the Nero site?

yes, that should be considered an update, rather than an upgrade, though.

I'm not sure about the situation with OEM/bundled versions of Nero, though - in either case, make sure you have a note of the serial no/keycode - when I update, I run the new install, which detects the old one & asks if you want to proceed... if you get that far, you can be pretty sure it is going to work.

I'm not sure if I have InCD or the Nero Media player installed. Would they be shown in the program shortcuts in the Start menu, or is there a way of finding out in the Nero program?

Check in Control Panel, add/remove programs, anything you have properly installed should be listed there.
