is Get Lucky TV avalible on ntl?

hi guys
after hearing collin murray talking on radio1 about a new news channel being launched i wondered if its avalible on ntl, and if so what package is it in?
from what it says on the sky website, it could be quite an informative and educational program that could give the itv news a run for its money!!!! ;)
