pre fetching or NTL banned

1. Does XP pre-fetch?

2. Does anyone else get this problem at

If that is along the same lines as firefox then it is the browser that pre-fetches, I have the same problem on some sites that have a tight bandwidth limit.
Have a look in browser options to see if you can turn pre-fetch/cache off.

Try changing proxy server - it could just be the proxy that is causing the problem.
