I dont know why some middle man cant setup a website where people can download tunes for say a dollar a time, or maybe the record companies could do it, and save themselves the costs of creating CD's, at least then it would be legal, and also that way they can redeem some costs, but I would have a really good look at the small print first before commiting myself
