It's more a case of the energy bills are not in their name. It's tied to whoever has the energy bill. Things like Cold Weather payments are tied to the claimants.

They do not qualify for UC or Income Support because they live with us.

My wife's only income is Carers Allowance, mine is State Pension a 3 small work pensions. But as we saved a little for retirement, we are over the maximum limit for savings. And my Carers Allowance was stopped the day I got my State Pension (works pensions do not count as income for CA, but the DWP says that SP and CA cannot both be paid are both classed as 'overlapping benefits').
