Can anyone suggest what is happening?

A latency spike at regular intervals, every hour, on the half hour.

I have rebooted S.H.3

We had that happen to quite a few folk a while ago. I've been looking for the threads, but haven't found them yet.

Could be a fault on the network, but also could be something simple like regular cloud syncing.

Also, is this ethernet or wifi?

No, nothing connected. looks like it stopped exactly at midnight.

Has now reappeared.
Large latency spikes, at regular intervals. Appears to be exactly on the half hour.
Shows even when nothing connected, wireless turned off.

MY BQM looks just the same, and has done for some time (more than a year). I used to be part of the VM/SamKnows panel but VM told me they no longer needed my support - and the change in the BQM appearance started soon after I was told to return the Whitebox. My assumption is that they have incorporated a speedtest into the SH firmware, and it's that testing that is visible on some BQMs.
