Value for Money

My brother is considering a new computer and is fixed on an all-in-one.
My primary consideration is what kind of processor do you get for the money.
I know very little about processors but do know that an Intel i3 Core is better than bottom of the pile Celeron and next one up Pentium.

The AMD E2, Pentium and Celeron are all close in clock speed at around 1.6 GHz. The Intel i3 Core is higher at around 2.2 GHz.

What computer do you recommend as best value for money from the following list ?
Activity is basic web browsing, email and general purpose work. Nothing special.

HP 22-c0014na 21.5" Intel® Core™ i3 All-in-One Desktop PC - 1 TB HDD - £519
HP 21.5 Inch Celeron 4GB 1TB All-in-One Desktop PC - £400
HP 20-c403na 19.5" Intel® Core™ i3 All-in-One PC - 1 TB HDD - £500
HP 19.5 Inch Celeron 4GB 1TB All-in-One Desktop PC - £350
HP 19.5 Inch AMD E2 4GB 1TB All-in-One Desktop PC - £350
Lenovo 310 19.5 Inch Celeron 4GB 1TB All in One Desktop PC - £370
