If there is no permanent herd immunity then quite likely there is no perpetual vaccine. You may have to take a vaccine once a year and hope the virus dies out. If that doesn't work you may just have to live with it.

Yep, except everyone requiring another flu jab every year is a new perpetual economic problem. And that's if the vaccine works at all.
