At the June 2012 meeting of the World Motor Sport Council, the FIA announced plans to introduce cost-control measures for the 2013 season, which would be policed by the FIA pending the agreement of the teams.[86] This follows a failed attempt by former FIA President Max Mosley to introduce a budget cap for the 2010 season,[87] and the withdrawal of Ferrari, Torro Rosso, Sauber and Red Bull from the Formula One Teams Association in December 2011 over the implementation of the Resource Restriction Agreement,[88][89] a voluntary agreement between teams to limit costs in the sport.[90] The rules governing the use of the Drag Reduction System (DRS) will be altered. Where drivers were free to use the system at will during free practice and qualifying, from 2013, the use of DRS will be restricted to the designated DRS zone in a bid to improve safety.[91] In response to this, the FIA announced plans to include two DRS zones at every circuit on the 2013 calendar where it was feasible to do so.[92] The FIA is seeking to remove the rules of "force majeure" to clarify scrutineering procedures.[93] Under the rules of force majeure, cars must be able to return to the pits under their own power during qualifying or else risk exclusion from the results. However, if a team can adequately demonstrate that circumstances beyond their control forced them to stop a car on the circuit before it could return to the pits, then the rules of force majeure dicatate that the team and driver in question are exempt from any exclusion. Under new regulations, force majeure would no longer be recognised as a valid reason for stopping a car. These changes were first proposed in the aftermath of the 2012 Abu Dhabi Grand Prix, when Red Bull Racing instructed Sebastian Vettel to stop on the circuit after qualifying. Although race stewards initially accepted the team's explanation that the order came because of an imminent technical fault that threatened lasting damage to Vettel's engine, it was later discovered that Vettel had insufficient fuel in his car at the time and had been ordered to pull over so as to preserve the mandatory one litre sample required for testing at the end of qualifying. As a result, Vettel was excluded from the results,[94] and the changes to force majeure were put forward. Following a crackdown on driving standard by race stewards in 2012, the FIA has sought to introduce a "penalty points" system of enforcing driving standards modelled on the points system used for road-going drivers' licences worldwide. Under the system, driving infringements would be assigned a points value that would be deducted from a driver's Super Licence when they commit an infraction. When a driver accumulates a pre-determined number of points, they face an automatic ban from racing.[95] The practice of mid-season testing, which returned to Formula One in 2012 after having been banned in 2009,[96] will be discontinued in 2013 as part of cost-cutting initiatives.[97] Teams will be faced with an increased entry fee for the season.[98] Whereas entry fees had previously been fixed at EUR€309,000 (USD$396,637) for all teams, from 2013, entry fees will be based on the World Championship points a team scored during the previous season. Teams will now pay a basic entry fee of USD$500,000 (EUR€389,525), plus USD$5,000 (EUR€3,895) per point scored. The reigning Constructors' champions will pay at a premium rate of USD$6,000 (EUR€3,674) per point scored. Early projections predicted that the 2012 World Constructors' Champions would be faced with an entry fee of over USD$4,500,000 (EUR€3,505,725). Technical regulations Changes to the rules in 2012 resulted in the development of a "platypus" nose, with teams designing cars with a visible change in height along the nose assembly of the car.[99] The design attracted criticism, with Red Bull Racing driver Mark Webber labelling the cars "ugly"[100] and Ferrari team principal Stefano Domenicali calling them "not that pretty".[101] At the 2012 Australian Grand Prix, Charlie Whiting—the FIA technical delegate—announced that although the changes to the sporting regulations planned for the 2014 season would effectively remove the "platypus" effect, the sport's governing body is planning to phase the stepped nose out for 2013.[102] The FIA later accepted a proposal that would allow teams to cover up the stepped nose with a "modesty plate", a panel designed to obscure the step without fundamentally altering the aerodynamic profile of the car or offering any aerodynamic gain itself.[103] The FIA will completely overhaul testing procedures for front wings in 2013, introducing a more-comprehensive and strenuous series of tests designed to root out the practice of exploiting flexible bodywork regulations.[104] The "double-DRS" system, first developed by Mercedes for the W03 in 2012 will be banned in 2013.[105] The device, which used a series of channels that ran through the car to create a stalling effect over the front wing when the rear wing Drag Reduction System was open, thereby cancelling out the downforce generated under normal conditions, would allow the car to achieve a higher top speed and better stability in fast corners.[106] The system was the subject of several legal challenges early in the 2012 season,[107][108][109] and rival team Lotus developed a similar system of their own[110] before teams agreed to a ban in July 2012.[105] However, while the regulations specifically banned the system developed by Mercedes, they make no provision for the variant developed by Lotus.[103] Other changes The Sixth Concorde Agreement—the contract between the Fédération Internationale de l'Automobile (FIA),[111] the Formula One teams[4] and the Formula One Administration[4] which dictates the terms by which the teams compete in races and take their share of the television revenues and prize money—which was first ratified by teams in 2009 expires at the end of 2012, necessitating the creation of the Seventh Concorde Agreement.[4] As part of the renewed Agreement, the commercial rights to the sport were to be floated on the Singapore Stock Exchange;[112] however, in June 2012 the planned floatation was delayed, with weak markets, uncertainty within Europe over the continent's economic future, and Facebook's disappointing IPO cited as reasons for the delay.[113] The sport's decision-making process will be restructured.[114] Prior to 2013, any decision to change the sporting or technical regulations required the agreement of at least 70% — or nine votes — of the teams in order for those changes to be accepted. From 2013 onwards, those changes will only need a 51% majority — seven teams — in order to be approved. The Technical and Sporting Working Groups, the committees responsible for deciding upon the technical and sporting regulations, will also be disbanded in favour of a "Strategy Working Group" that will oversee both technical and sporting regulations and will be made up of representatives from each of the teams that scored points in the previous season's championship, the FIA, Formula One Management, one engine supplier and six event promoters. FIA President Jean Todt described the changes as necessary and designed to give each of the stakeholders in the sport a proportionate representation in deciding the future of Formula One.[114] Sorry about the mass of text if you saw this before I edited it. |

From this season, the European GP in Valencia has been axed, instead the Spanish GP will alternate between Catalunya and Valencia. Ditto for the German GP, next year it is at Nurburgring, in 2014 it will be Hockenheim.
Pleased to see di Resta has managed to secure a drive next season, although would have liked to see him move to a team like Williams or Sauber. HRT have until November 30 to find a buyer, otherwise the team will not be taking part in the 2013 F1 season. |

Meant to say in my post, the Spanish GP alternation starts at Catalunya next season, then in 2014 it will be Valencia.
Also, there are rumours that there will be 2 new races added for the 2014 season. From what I recall, there were plans to have a street race in London, either around the Olympic Stadium or Buckingham Palace. Also I think there were rumours of a race in Moscow, not sure if that would work though. I myself would like to see the French GP back on the calendar, always liked the Magny Cours circuit. Which GP would other members like to see come back to the schedule? |

From what I can gather, HRT owners are trying to pay off all their debts so they can fold without owing money to anyone. Very commendable of them to do that, others would have attempted to shirk their responsibilities and not pay any debts at all.

I just dont understand him. ! minute he says yes we need more teams and now he is saying there are too many teams. Well stop putting teams in the sport then. Its only HRT that i think should have gone ages ago. The other 2 teams are fine as making improvements

Mercedes and Toro Rosso announce car launch dates.
Mercedes and Toro Rosso will both launch their cars on February 4, before the Jerez testing session. Mercedes will launch their W04 car at 13:30 on the main straight, whilst at 17:30 Toro Rosso will launch their STR8 car in the pit lane. Both teams have already confirmed their drivers for the season, as my list shows above. Williams launch date. Williams will be launching their 2013 car at the start of the second test in Barcelona, Spain. The new car (FW35) will launch then, however at Jerez the team will be using 2013 livery and key development parts on their 2012 car (FW34) so they can compete in testing. Launch date is February 19. Ferrari launch date, sign Pedro de la Rosa as test driver. Ferrari have signed Pedro de la Rosa to their development driver line up. The F1 veteran raced for the now defunct HRT team in 2012 and will take part in developmental, technical, racing and commercial activities for Ferrari. Ferrari also announced they will be launching their car on February 1 at their factory in Maranello, so the car can be taken to Jerez for testing when it starts on February 5. Caterham have announced their 2013 car, the CT03, will be launched in the pit lane on the morning of February 5 in Jerez, Spain. Caterham only have the one driver confirmed at the moment, Charles Pic of France who signed in November 2012.

So, we have 17 to 22 missing first cut, then 11 to 16 missing the second cut leaving the top 10 drivers to do the final session. |

Alonso to miss first testing session. Fernando Alonso will not get behind the wheel of Ferrari’s 2013 car until the second pre-season test next month, it has been confirmed. Instead it will be team mate Felipe Massa who gives the Scuderia’s new machine its track debut at Jerez in Spain on February 5. While Alonso focuses on his physical preparations for the new season, Massa will be behind the wheel for the first three days of the opening four-day session, with newly-signed test driver Pedro de la Rosa making his first appearance in red on the final day. Alonso will experience his 2013 cockpit for the first time on February 19, when he starts three days of testing at Barcelona’s Circuit de Catalunya, with Massa taking over the car for the final day. At the final test - again in Barcelona - on February 28-March 3, the Spaniard and the Brazilian will each get a further two days in the car. Lotus launch 2013 car online. Lotus are set to become the first Formula One team to reveal their 2013 car when they launch their Renault-powered E21 online next Monday, January 28. Streaming live from their UK base in Enstone, the launch will be broadcast on Lotus's YouTube channel from 19:15 GMT. The event will also be showcased live on the Sky Sports News HD television channel in the UK. The E21 will then make its track debut at the first pre-season test at the Spanish circuit of Jerez on February 5-8, with the team’s 2013 race drivers, Kimi Raikkonen and Romain Grosjean, in attendance. Lotus have become the first team to unveil their 2013 car after the wraps came off the Renault-powered E21 in an online launch ceremony broadcast from the team’s UK factory on Monday evening. With the new machine Lotus aim to build on their successful 2012 campaign, which saw Kimi Raikkonen win the Abu Dhabi Grand Prix en route to the team finishing fourth in the constructors’ championship. Raikkonen will again partner Romain Grosjean in 2013. With only limited changes to the technical and sporting regulations from 2012, the E21 continues the design concepts seen in its predecessor, the E20. However, Lotus say it is pushing last year’s concepts even further as well as incorporating some innovative technical solutions. The new car also features a slightly tweaked livery, incorporating an extra touch of red. "The E20 proved itself to be an effective racing car - particularly towards the end of last season - so there is an element of expectation from the E21 and plenty to build upon,” said Lotus technical director, James Allison. “We have continued with our design themes and tried to create a more efficient and faster racing car based on all the lessons we learnt last year. How successful we have been in this task will only be discovered when we take to the track at the winter tests and - more significantly - at Grands Prix." With the E21, Lotus will continue to develop the passive double-DRS system that they tested but never raced in 2012. And, in the car’s launch form at least, the team have elected to retain a stepped nose - foregoing the ‘vanity panel’ permitted in the 2013 regulations - in order to save weight. I really hope that di Resta has a signing. He improved so much in the latter half of last season.
I notice that Button and Hamilton have been split up. All sensible and good in my thinking. Good luck to the Aussie Massa. Solid driver. Only finishing behind the Brits of course. But good luck none the less. |

Ferrari announce the 2013 car will be the F138.
Ferrari have revealed that their 2013 car will be called the F138. The machine, the 59th single-seater the Scuderia have built for Formula One racing, derives its name from a combination of the current year and the number of cylinders in its engine. Ferrari say that the name pays tribute to the V8 engine, which is being replaced next year as the sport’s standard power-unit configuration by V6 turbo engines. The F138 will be launched on Friday at Ferrari’s Maranello headquarters in Italy. It will then be transported to Jerez in Spain for next week's first pre-season test of 2013, where Felipe Massa will give the car its track debut. Newly-recruited test driver Pedro de la Rosa will take over testing duties from Massa on day four of the first session, with 2012 championship runner-up Fernando Alonso getting his first run in the new car at the second test in Barcelona from February 19. Christian Horner signs new deal with Red Bull. Christian Horner is to remain as Red Bull team principal for the foreseeable future after renewing his contract with the reigning world champions. A team spokesperson confirmed to Reuters that Red Bull have agreed a multi-year extension to Horner’s contract, as their partnership with the Briton prepares to enter its ninth F1 season. Red Bull entered the sport in 2005 after the Austrian energy drink company took over the Jaguar team, and Horner, 39, has been in charge throughout, leading them to championship doubles in each of the last three seasons. Red Bull continue with the unchanged driver line-up of Sebastian Vettel and Mark Webber for 2013 and the team’s new car, the RB9, will be launched at their UK factory in Milton Keynes this Sunday, February 3. Following a cavalcade of historic machinery from McLaren’s past - the team celebrate their 50th anniversary this year - Button and Perez entered the McLaren Technical Centre driving the company’s latest road cars, before uncovering their new F1 challenger. McLaren describe the MP4-28 as a deep and sweeping re-design of its race-winning 2012 predecessor in several key areas, most notably around the nose and front suspension (now a pull-rod configuration following the trend set by Ferrari last year), the sidepod profiles and the rear bodywork. “We were extremely strong throughout the whole of the 2012 season, but, for one reason or another, we couldn’t quite pull it all together to challenge for the championships,” said Button, who starts his fourth season with McLaren this year. “That’s something we want to address for 2013. I’ve seen just how closely everybody has been working together on this car, and I think we’ve got the basis for a very strong season. “This year’s car is the best we’ve ever made - I know the engineers have left absolutely no stone unturned in wringing every ounce of performance from every available area. I cannot wait to get behind the wheel and attempt to carry forward the incredible legacy that lives beneath the skin of every single man and woman who works at McLaren. “We’ll be working extremely hard during the pre-season to ensure we go to the first race with bulletproof reliability. Operationally, too, I think we’ve learned and developed from last year, and that will help us run a much smoother and stronger campaign.” As well as a new car, Button has a new team mate for 2013 in ‘Checo’ Perez, who will start only his third season of Formula One competition this year, having joined McLaren from Sauber over the winter. “For me, this is a great day,” said the Mexican. “In fact, every day this year has been great: I’ve been working hard with my new team to get everything ready for the start of the 2013 season - and it’s been an incredible journey to get to know this incredible organisation. “Of course, I am fully aware of the steep slope ahead of me: it has already been an intense couple of weeks, getting to grips with a new team, meeting my engineers and mechanics, learning new ways of working and, of course, learning all about a brand new car - something I’ll need to do with just six days of on-track testing. It’s a big challenge.” Team principal Martin Whitmarsh added: “For 2013, of course, we go racing to win. With Jenson and Checo, and this fantastic-looking new car, I believe we’re extremely well prepared for another competitive season. Jenson is driving better than ever - he’s the most experienced driver in Formula One, but he makes every ounce of that experience count: he’s peerless in his ability to read a race and one of the very fastest drivers out there. He’s a consummate professional, too, and will revel in working hard to drive this team through the year. “Checo joins us after a sensational 2012 season and he’s immediately proved that he’s intelligent, modest, hard-working and, make no mistake; very, very quick. Of course, there’ll be a learning curve to overcome as he gets used to our organisation, particularly during the hustle and bustle of the early-season race weekends, but he understands that we are placing no pressure on him. "This is an exciting time for the whole team. In our 50th anniversary season, I want Vodafone McLaren Mercedes to underline why we are the finest Grand Prix team in the world.” The MP4-28 will make its track debut at the first pre-season test of 2013, which begins at the Jerez circuit in Spain next week. |

That's excellent news, I prefer the Nurburgring to Hockenheim. So, what's the most likely venue for the race on July 21, the one that is still to TBA? Personally, I would love to see the French GP come back.

Caterham announce final driver lineup.
Caterham reserve driver Giedo van der Garde has been promoted to a race seat for the 2013 season, it was confirmed on Friday. Van der Garde will be team mate to Charles Pic, who joined Caterham from Marussia over the winter. Van der Garde spent 2012 competing with Caterham Racing in the GP2 Series, combining his GP2 season, in which he scored six podiums and two race wins, with six Friday practice outings for Caterham’s F1 team. “I know I am ready to take the step up to F1 and all the work I have done throughout my career, and particularly in the last year with this team, has brought me to my ultimate goal,” said the Dutchman. “Throughout 2012 I was able to fully integrate myself into the team, both through the FP1 sessions I ran at a number of tracks that were then new to me, and as reserve driver, fully embedded with the team throughout the season. “Now I can continue to learn at the highest level of motorsport and show that I am ready for F1. I cannot wait to start work.” Cyril Abiteboul, Caterham team principal, commented: “Everyone in the team is delighted that we can finally confirm that Giedo will be racing for us in the 2013 FIA Formula One World Championship. He has been part of our family since early 2012 when he joined our GP2 team and was appointed as reserve driver for the F1 team. He acquitted himself extremely well in both his GP2 season and his six FP1 sessions, progressively improving his outright pace, technical feedback and his relationship with his engineers and mechanics, giving us the clear justification for promoting him to F1. “This is the next natural step for Giedo with our team. We continue to grow as a team and we are committed to giving young talent across the motorsport industry the chance to grow with us and this is Giedo’s opportunity to show he deserves his place at the very highest level of global motorsport. Why couldn't that have left the tobacco sponsorship alone... the Marlboro McLaren. the JPS Lotus. the Benson & Hedges Jordan, the Lucky Strikes (whatever). So they were all brands of cigarettes, but did that really make anyone more likely to smoke.
In the glory days of "the flying fag packets", money really wasn't an issue. Since scientolgy are now advertising on prime time TV, maybe one of the teams could offer them a spot. |

Not sure Kubica will make it back, he was having problems still last year and nerve damage is the slowest thing in the human body to recover.
As for Rubens he's done all he can.. he's now enjoying retirement and I don;t think will be seen as race win hungry anymore |

Test times are really to be ignored as to who's the fastest as they tend to run experimental set-ups for aerodynamic data especially with new cars/chassis/bodywork/tyres
