It is at the moment everyone's right to set sail if they wish to, and perhaps that is one of the few true freedoms we are left as a society to experience. |

I shall counter my opinion, on the basis that it should be based on the party's ability to pay. I am not suggesting that it should be a pre-request to rescue.
