They don't make the decision to arrest some one or not, make these low lifes lives a misery until they mend their ways or get locked up for a long time, if they moan about harrasment well stop breaking the law then, sick and tired of pussy footing about with these sorts.

No of course they don't but the specific point you were making is that these people ought to be taken in front of a jury and that is not down to the police - hence my earlier reply.

Well reading between the lines of the article the offending caravan dwellers have already been arrested and not enough evidence to proceed with a charge was found (CPS probably want a confession signed in blood)

After that the Police need evidence or sufficient cause to arrest again, much as they would like to harass perpetual crims if they continually arrest and pester them all that will happen is complaints will fly about and the crim will end up with a tax payer funded payout for Police harassment.
