Have some people been taking too many tablets or is there a need for a free issue of tin foil hats to the readers of this thread?

Perhaps after Christmas some sane debate can be resumed?

It's unique to the Met and identifies the vehicle. I'd imagine at some point the codes are re-used but seeing there are roughly 35,000 possible combinations they can afford to leave the defunct ones off new vehicles for a while.
