Need more of a move to consecutive sentences as they have in the US, Would've likely got a sentence in 3 figures.
The early release needs to be reduced(ie actual served sentence increased), where you have repeat serious crimes over a long period.

Alas now that you have said it, the state, having a responsibility of care will now spend a lot of money in creating a new identity for this individual, safe house, emergency alarms etc.:banghead:

Even if that happens, he's not going to feel safe in this country. And would Pakistan give him a passport in a new name, as he's no longer eligible for a UK one.

It depends - Primary Legislation, no. Secondary legislation which gives the current HS some degree of latitude, maybe. No doubt various lawyers will get even richer.
