If I'm reading Mr Angry's post correctly, he's saying that no service provider can charge you a 'downgrade fee' (or equivalent) whenever you change the services you opt to receive from them?

In that case, perhaps I better do something about Plusnet - they charge £14.99 to downgrade from their Premier broadband product at £22 per month to their Plus product at £15 per month. They aren't the only company - most broadband providers charge a fee to change between products. By Mr Angry's logic, they can only charge if the user is upgrading! |

There's no charge from BT - it's the same wholesale broadband product, just different limits on usage from Plusnet.
