There's something hinky with that mini-test.

I ran it, and it showed 4,532 Kbps (4.5Mbps); when I ran the normal speedtest (speedtest.net), I get my normal 30+Mbps (I am at work).

Yeah it's pointing to a server with not enough bandwidth to be honest, I only got 6 meg out of my stable 20 meg connection on it

usually I get about 30-35mb downstream but we've had a lot of bad weather lately, so my connection is slow at the mo

Could that not be the peering between VM and their ISP?

Before BT started re-routing my ADSL exchange through the 21CN Network (IPSC - IP Stream Connect). (I'm getting the full 8mb ADSL) Gotta love the good old cental pipes:
