Of course, if there was to be some incentive to shop someone using illegal modems etc, like 3 months free service etc then I'm sure people might do it.

and a pair of crutches and bandages for when the person finds out its you that grassed as to know they have cloned modems or free Tv normally you know the person and they have told/bragged to you about it.
