Not really. O2 only advertise upto 20mb where as Be do up to 24mb. Both do a option for Static ip addresses. Also O2 have free 0800 technical support and online help via webchat.

My line is actually synced as Bandwidth (Up/Down) [kbps/kbps]: 2,100 / 18,949

Depends on your usage in that hour.

Or more rightly depends on the state of VM's network in that hour. Lets make it easy and add "at the advertised rate" to avoid any misunderstandings ;)

For the "majority" its not an issue

*IF* they've been missold their current plan, otherwise they most likely want to use the bandwidth as advertised at some point, which they cannot do for a large proportion of the day.

Wow BT is one to talk, I dont see anywhere in their own advertising about throttled speeds and BT do their own throttling. I am aware VM do have STM and such but BT are equally as bad.

Incidently I noticed last week VM dont show their upload speeds on their website.

BT do protocol based shaping though rather than having a set limit of data then protocol agnostic throttling. Unless BT start advertising their P2P speeds they are fine.

if VM just removed the cap they would be the best isp in England they can deliver full speeds and are very reliable, even though the tech support may be in india u never need to ring it so it doesent matter even if they where in mongolia it wouldent matter, VM are very trustworthy and reliable better then any adsl isp

What about Wales, Scotland and Northern Ireland?

Is there better in them 3?
