Up to 4mb is not a good sign but so long as I get the 400kb upload and at least 2Mb down I don't care.

Does anybody know whether they would actually tell you that you have been upgraded or would you have to find out for yourself?

Still this for me:

1st 512K took 2172 ms = 235.7 KB/sec, approx 1942 Kbps, 1.9 Mbps
2nd 512K took 2188 ms = 234 KB/sec, approx 1928 Kbps, 1.88 Mbps
3rd 512K took 2156 ms = 237.5 KB/sec, approx 1957 Kbps, 1.91 Mbps
4th 512K took 2172 ms = 235.7 KB/sec, approx 1942 Kbps, 1.9 Mbps
