What browser are you launching the page in and what fails to load?

Under the Setup tab there is a 'basic setup' tab which will not drop down and the scale at the bottom of the page (showing how fast/much a web page is loading) does not complete

Can you check that in IE, tools, internet options, connection, lan settings, that you have nothing ticked or entered on that page
do you run a firewall at all?

Nothing ticked in Tools etc and Yes Norton Firewall..

Can you turn off the firewall (set it to not run at windows startup), reboot and try again?

Looks like you need to check your settings in the norton firewall then.
