Yup, this would be the sensible thing to do. As I understand it, the infrastructure is place should a deal be finalised for the channels to become immediately available.
Once the opening night has passed, it's no big deal to many people until 17 August, so I can see VM not wanting to pay any substantial amount during the intervening period. The only reason VM will want it after today until 17 August is to provide an assurance to customer that the channels are available on the platform (or to stagger subscription processing, especially if it transpires that it will be sold as a standalone package).
VM will also know (but don't want to shout about) the unencrypted opening night on Freeview that many (most?) VM customers will have access to, meaning that most who really want to watch it will be able to do so.
New TV's will have Freeview tuners and many pay TV customers use Freeview on secondary sets in the home.
