Of course you have left out my caveat "if you hold the content already".

It's observably the case that the cost of broadcasting a liner channel is tiny given how many channels there are in the Virgin EPG, free to air on satellite, etc. many of which broadcast to virtually zero viewers.

While the article is from 2016 - Europe doesn't have over 5000 television channels because it's cost prohibitive to broadcast.

I don't think that some of the promised things have even appeared on Sky's own satellite service yet, let alone a 3rd Party like VM.

Yup, they're always playing catch up (usually with Sky). VM customers are treated like the poor relations.

Cable had proper video-on-demand well before others in the UK so that's a little unfair.

Have two 4K EPG channels too - and provide HDR output.

That was years ago and only until technology developed that allowed other providers to have a return path.
