It's pretty much like when they get people signing the statement they take, they then have the ability to alter someting you have signed at a later date implying that you have admitted your are guilty. I saw a Lord on BBC Parliament listing what he thought should happen to the TV Licence Fee. Stay the same, add computers and other devices to the list of things needed to be licenced, "other things", and yet more "other things". The bloke didn't have a clue!

They were quite right. If there are to be changes to the way the BBC is funded, then the correct forum is Charter Review. Piecemeal changes, including changes to the enforcement regime, would not be helpful.
