To be honest City are always a threat. They won't want a top class player going to a rival.

i don't think they will act just for that reason. If they lose a striker (I mention negredo, as rumours mention him), then they would want a comparable striker.

Equally, they won't sell, unless it suits them.

Man City will have to sell Negredo and Dzeko.

There are many clubs bidding for the top players so competition is extremely fierce in the process thus nothing is never as cut and dried as supporters think sometimes.

Reminds me a little of Higuain. The press in Spain say 35m£ then its dropped to 25m£cash then back to 35m£.
