I'm sure that the council in question can sleep happy in there beds knowing that rather then persuading the voters to think and not drop litter, they've scared them in to throwing every last pice of litter in the bin just in case one of these inspectors is watching. The dictators of the world would be proud, secret police anyone ?

Don't get me wrong, I hate litter as much as the next man but I hate officials using the 'one size fits all' philosophy. Use your brains!

I suppose that this proves that they are in a no win situation - crack down and be called dictators or let it slide and be accused of not doing enough to clean up the city.

Thousands of people come and go in Manchester alone each day. Do we want a clean city or do we think it is okay if we only drop one piece of litter a day?

Well said

I think there should be a special fine for those dumping there cancer sticks on the floor as well.

Actually the point was made by the intial contact and the guy pointing to the litter, fining did nothing to improve the message. (except generate revenue for the council and make a good 'outrage' (tm) story for the papers)

Sure if they are actually going to flout the law then fine em but fining all and sundry is not IMO the best way to go about it. if they offer to go back and pick it up in good grace then point out if they do it again they're likely to get fined. Message gets accross without the fine (Carrot) but with the promise that if they do it again then they might well get fined (Stick).

And thanks to this anyone in that area will think twice about dropping litter :).

What about that bloke who through away some junk mail that was delivered to his house in a street bin.

He got done for throwing domestic rubbish in a public bin?

The fines aren't about litter prevention - they're about money. It's a question of priorites - make money first, prevent litter second. That was what annoyed me what Leeds Council started issuing £50 fines.

What does the warden do if you just refuse to give your details? I doubt he has powers of arrest.

I can't believe everyone has fallen for the story about litter, but you've all missed the real shocker in this article...

95p?!? For a Twister?!?

:Yikes:

I can remember when they only cost 35p and a Cornetto was 50p!

The problem is that it seems unlikely (from what the story said) that this girl would have gone back to pick the stick up if she hadn't been challenged by the warden. Whereas it does appear that she's fallen victim of a particularly pernicketty warden, she has left litter - doesn't really matter if you offer to pick it up once you've been caught, because the 'damage' has already been done

Tough ****e. She littered, she gets fined. Just because she got caught and offered to pick it up, so what? If a burglar gets caught and then offers to put the loot back, do you drop the charges of burglary? No.
