When I first started networking the 2 computers, I never had this problem at all.

That is because before you reinstalled windows, you had the USB drivers for the modem loaded onto your PC. Now you have reinstalled, you have lost the USB drivers. Do as Aragorn suggests, and visit the site he linked to to download the drivers you need. You can then switch your rig off, connect with USB, re-power, and then you will have the ethernet port free for connecting to the second PC.
