Cogent have said themselves their links are saturated and claim to be working on it, thats where I got my info from. Other then the lower performance as well.

Also I know ntl hop is in frankfurt, why do you think the handover is in germany and not london? You say its not because of cogent, yet there must have been a reason the handover has to be done in germany to avoid saturation and not use london for cogent traffic.
