The garage that services my car runs a lottery to see what annual mileage I have done. They always over-estimate. :D

Low miliage use are the most poluting as the car doesn't get a chance to warm up.

For short trip use I would agree with you, but I only tend to use the car for infrequent, longer journeys that I can't easily do on foot or by bus. Or if I have to carry a large load, shopping for example.

Pollution tax or tax for mending the roads.. In my view all motorised vehicles should pay a road tax for use of.

It depends on the journey lengths not the total mileage.
