According to a meeting that I went to recently about discrimination based upon disability, it's because hostility is now viewed by the police as a form of bullying.

If someone doesn't like someone, the police would still expect them to be treated with respect and courtesy. This is especially the case if the reason is because they are vulnerable or in a minority group.

I think it's because even bigots, bullies etc have found that most decent people reject and socially isolate them when they are upfront about it, so they try to hurt and discriminate against people in a more subtle manner.

I hope to God that they don't Maggy, but you may well be right. A tactic that has been used as an excuse to privatise other public services has been to deliberately run them down, starve them of investment and generally discredit them.

My own opinion is that some services are better provided by the public sector, some by the voluntary sector and some by the private sector, but policing isn't one of them.

Education isn't either IMO. I remember when they wanted private companies to sponsor schools too, there were fears that teachers, books etc would be covered in corporate logos for places like McDonald's!
